Not unless you make it deep enough and use something like stone or obsidian. By the time the griefers get under the water enough, they will start drowning.

If you use Obsidian walls 20 blocks Deep, with a Diamond Pickaxe they will start to loose Health.

That makes it EASIER to grief. All you need to do is remove a couple of blocks to destroy the entire city by flooding!
