I dont want to download a whole mode just for one thing.

All I know is single player commands and Zombe's modpack.
SPC is alot and Zombe's modpack is mandatory 20 mods at once.
Zombe is an ass.
You could try and nullify all of the textures of rain and nullify the sounds, but you'll still have overcast days.
