I'm not sure why you would want torches to go out.
It just creates a pain in the ass.
I'd probably abandon torches entirely and just gather stuff tons of glowstone were that the case.

yeah. maybe just a couple kinds of fish swimming around would be nice. torches running out should be in hardcore mode or whatever it's called.

Torches going out would suck, but lanterns would be cool if they added a different lighting affect than torches. Fish in the oceans would be awesome too.
