I think it would be kinda cool if there were Nether Villages that are like little domes of the default biome with Pigmen living in them, and the Zombie Pigmen could be like exiles.

well, the zombie pigmen are in the nether because the nether is hell and they are dead.
Regular pigmen would be on the surface because they are alive.
If an Aether type thing were ever to be released, angel pigmen would populate it.
