Edit: That show 'League of Super Evil', i thought Red Menace sounded familiar, but remember an old show i used to watch called Storm Hawks, i looked it up and found out, Colin Murdock does the voice of Red Menace and Junko from Storm Hawks, I KNEW IT! :D
