No one. US flag etiquette forbids use of the national flag on any item that will be discarded after temporary use. That's why there are no napkins with it!

i had a flag in nevada, it broke off in a storm. and i didnt pick it up for like 2 weeks.

but no problem, i just chucked it in the trash and got a new one :D
