I was just in Hubris comics, which is overrun with ferals, and this one hostile wastelander... I was going up to the wastelander's room, when i walked up to a feral (normal) and it said "Talk Feral Ghoul" When I tried to talk to it, it ran off...

Are you sure it was feral? Because the there are many ghouls that aren't feral that you can talk to.  Also, did you have the ghoul mask on?

While we talk about Feral Ghouls I snuck up on a Glowing One and fired my railroad rifle to it's head and stuck it to the wall behind it :)
