In a free build a player still named blockhead joined (ID was in 10000s) and heres how the chat went (Noob talked in caps):

Admin: YOU BUILD

Blockhead: OK

Host: YES PRES ESC TO PLAY(Blockhead was still loading)

Blockhead: THANK YOU

Blockhead has dissconnected

Host: noob

Ok, first of all, IDs that are 10K and up are not all morons. Most 12Ks know how to play the game. Even a lot of 13Ks are good at building/eventing. It's usually the 13900+ IDs that normally don't know how to play that well. Oh and,
