Avatar Change

I want to be able to change someones avatar to a certain type, like a uniform. Like criminals wear the black and white stripes. I went to one server and this happened, but i don't know what add-on this is.

EDIT: Its not exactly what i wanted, but i'll try it out.
If anyone can make these events, I will... not spam you with cookie emotes...?

Example- OnAvtivate->Player->ChangeDatablock->Criminal
Criminals would all have to wear stripes, but its best not to change their face.
Or schoolkid, so on so on.

there is a setavatar thing, and changedatablock is for standard player (jets), nojet player(no jets), and horse and other datablocks, but TDM works even better i say
