Perhaps, but not always.
See, for a long time now so called "Noobs" Have been Kicked and Banned, just for having a High ID
And that alone.
Does it matter your ID? No, it matters your personality.
Sure, a person can be a noob and a High ID, But not ALL the time (Although, I must admit that has been the case mostly.)
I've seen plenty of people, At low IDs with a "Noobish" Personality.
Heck, every once and awhile, I see Really high IDs with Great Personality.
So, if you see a high ID, who doesn't seem stupid, but is new to the Game
Why not Answer some of they're questions? Or, Maybe help them out?
or point them to the Tutorial...?

I once heard that apparently noob is the incorrect spelling of the word and how it is sopposed to be newb, mean a new player either way the definition has gotten out of hand and i think it is being used incorrectly....

Noob isn't a word, but it's used (at least by me) to define someone who acts immature, regardless of their experience.
Ex:
Wow, great job noob, it must have been really hard to destroy my build for no reason.

Yes, I have met a 15k that knows how to use grammer in Blockland and a 11k that know how to event well.

Mostly, the higher IDs always get into trouble, not about high their ID is.
