Photoshop CS2
Gimp
and if I am at my Mom's house I just use Flash 8 and screenshot the drawing.

Um, you can export images from Flash.

Paper and pencil

Paint.net maybe, but I never draw with it.

I use Paint.net to draw as well as base color. I use Photoshop to do the rest, even if I have to draw a background, I usually do it in Photoshop.

Also, I don't know what thread it was in, but I saw somebody talk crap about certain tools people use, like curvy line tools and such. I am going to respond to this here, due to the subject of this thread.. I can assure you, the tools do not make the artist. If a person sucks, they will still suck no mater what tool they use. These tools are only bad when people don't know how to use them right, or just simply are not good enough to know how to generate the shapes they are imagining. It's up to you how you create that shape, but it's only going to happen right if you are more accurate in creating what you see in your mind. It also depends on if the person is trying to take a shortcut or not.

Tools like line tools are useful if you don't have a good tablet, or if you simply don't have great control of your hand. Even if you might suck at drawing lines, you can still create art with shapes from your mind.

Hand stability has little to do with why somebody would want to use line tools, or even lack of a tablet. Think of it like using typical drawing tools. They aren't used for everything, just what they are needed for (example: not many people are going to draw mountains with a line tool). A person could have horrible hand stability and still draw good art. A person could have perfect hand stability and draw horrible art. The only thing that matters is how accurate the person is at recreating what they see in their mind as they draw it, using the tools at their disposal if needed.
