When you actually read the TF2 post there's no mention of it being an actual dog and it's referred to as an invention. So maybe it will be an engineer-y type thing that acts as a guard dog would - which is how a sentry acts anyway... Maybe more of an alarm system.

If you clicked through the blog post or looked at the freewebs picture you would notice it looked like a real dog, so unless it's a robot draped in the skin and hair of his enemies, it's a real dog. Last time I checked you don't build dogs so I doubt it would be a buildable (if it were real at all)
