You could have a control booth, have events that would make a wall in front of the zombie spawns disappear then reappear when they all leave.

You could also use national socialists and other Ai guys. Say ninja, national socialists, etc...

I did this a while ago in my server, just did onzombiedeath - increase counter - oncounteroverflow change zombies. simple really.
