Cut scenes from the game put together to make movie. Turned out really good :o

The stupid thing is I halfway loaded this damn thing and it's still making me buffer. WTF.

Yeah, i had to load it hundred times. The halo movie should come out but I dont think it will exist, i mean the Halo storyline is amazing and perfect its a waste to throw it away.

There were thousands of Arbiters before the one in Halo 2

I thought arbiter IS arbiter.

No thats not a person, its a punishment or reward. You become Arbiter, you obtain the suit that was passed down by thousands of other Arbiters. A sign of leader ship or punishment.

Edit: The golden Elite in the beginning of Halo2 was punished for letting the Pillar of Atumn pass and land on the sacred Halo, he became the Arbiter you know of.
