No, This is not possible to do with the current brick system. Sure people have hacked some crap together but even they will tell you that it bugs up.

Go in a water map.

Make it the ground high enough so no water reaches it.
Make a hole in the area where you want the water, thus the water will fill up the hole.

That's all it really takes.  You can't do it with bricks, though.
