Go near Greener Pastures or some place and you'll pick up a signal from "Recon Craft Theta", there will be a dead alien and an alien blaster with power cells, BUT.
With vanilla Fallout 3, those are the only Alien Power Cells you get. Limited ammo until Broken Steel and Mothership Zeta

No it's not, you can get
Quote
A maximum of 362 alien power cells can be found, without the raider glitch.

24 can be found together with the Firelance in a random encounter, which takes the form of a greenish explosion overhead. NPCs around encounter area can also pick them up.
120 (10 stacks of 12 cells) can be found in and around the Alien Crash Site.
96 (8 stacks of 12 cells) can be found under an overturned truck in a radioactive crater due east of Fort Bannister. When you see bombed out buildings you may want to adjust your heading a little to the north so as to come right into it. There may be some Enclave at the site and an Enclave Scientist at the truck checking it out.

Really? Goddamnit. Now I need to go get some moar. I used them all near the end. Forgot where I got the "only ammo" from.

Don't, it's such a waste of money.

Let him do what he wants. You don't like the game, fine. Stop pushing it on other people.

I'm just helping him make a smart choice, OA was a huge waste of money.

It was only two hours long and didn't add anything really new to the game.
You run around Alaska and shoot commies so you can a Armour redskin and some flamer fuel.
