Increase max vehicle limit

MaxPhysicsVehicles is now limited to a maximum value of 20. Your server cannot handle more than this. If you think it can you are wrong. If you complain about this I will ban you.

My server CAN handle more then it though. Badspot orients this game for people that still use 1996 computers. And I am not complaining, I am suggestion this be changed. I think the owner of the server will know when his server starts lagging.
