Here are some tips:
1.
Gather up members before the clan page is started- You should gather up some members
before making a clan page. It always looks better if you have yourself and 2-3 others in the clan already.

Have a server host ready- If you can host, then disregard this step. If you cant, find someone to host clan servers for you before starting the clan. It looks better if people can not just read the clan topic, but join the clan server to get more interested and get to know members.
3.
Make a clan logo- While not entirely necessary, it makes you're clan look more appealing if it has a good logo. If you are not so great at making logos, ask another clan member, or even a person outside the clan if they can make one for you.
4.
Plan out any builds/events/meetings ahead of time- You should know what you're clan is going to do before starting it. This will make the clan look more organized and appealing to people. A good plan makes a good clan.
5.
Look off other clan topics for a good layout page- The organization and cleanliness of a forums clan page means everything. If the page looks sloppy it will make people think the clan itself is sloppy and people will not join. Two examples of good clan pages you can look off of is:
