I recently bought it, after playing some missions. I used the TV feature and they are currently making fun of republicans and anime.

It's funny because they make fun of it incorrectly, or they make fun of it by using false stereotypes.

It wasn't really customizable as the first GTA4, the storyline was ok, wasn't great as Saint's Row 2 single player. However, the multiplayer is fun, not as fun as the first GTA4 though.
