No, you can't.

Portal is a really great puzzle game, and although gameplay won't last you more than a day (if you don't limit yourself), but the story is so epic that it will reside in your mind and you will find yourself quoting turrets and glados.

CS:S I do not have, but whenever somebody releases a free generic fps, they say its a CS clone, so...yeah...also CS:S goes great with gmod, adds a lot of props and weapons

gmod relies on it more than portal.

Portal is quite fun as well, but does stop getting fun after you play through it 3 times.
The custom maps for it are either too boring or too challenging.

Nope.  That's only for the generic fps's that are focused on modern warfare and such, like crossfire and combat arms.

If cool stuff from Portal could be mounted to GMod (like the portal gun) then I'd say Portal.

But then again, CS:S is like the base for 90% of the user generated content of GMod, so I'd still say go with CS:S.
