Modern WarFare 2 - Airport Level

This is messed up.  Its a virtual slaughter of American civilians in an airport.  You play as a Russian terrorist, and along with 4 or 5 others, kill civilians.  Then kill the civilians trying to help the wounded civilians.
(Still great game)
Edit:  My mistake, this takes place at an International Airport in Moscow, Russia.  Still pretty sure its the Russian terrorists/mafia.

Also, InfinityWard's reason for adding this level in the game was to make people "Hate terrorists".
If they really wanted people to hate terrorists, you would have been put in the perspective of a civilian.
