yes, even though they are god games, B&W2 can be considered a City Building game, since you can build all kinda of buildings, and place roads and walls..need trees? grab a few from a nearby forest.

Not necessarily. Although you can build cities in Black and White 2/BotG you'll eventually win, move on to the next land and start over. That or you just build a big ass army of 300, 500 or 800 and go Spartan on their asses (Especially in BotG when you have like 10 blacksmiths).

Cities XL IMO is an amazing city builder even if it costs monthly to play online.
It's very system demanding to run on high, I can barely run it on high without getting 20 FPS (for Inverted it isn't a problem <_<).

empire total war and rome total war are more combat strategy, but there is a city building mechanic.

also, black and white 2 is good.
if you want to city build, you will end up as a pure good god.
if you dont sacrifice and make your pet good.
