I would recomend Settlers 6: Rise of an empire, if you would be okay with a medieval city builder that does have some elements of real time strategy. Or perhaps Imortal cities: Children of the Nile, if an egyptian city builder is okay. And I have to say that from what I've seen of Cities XL, it looks pretty good.

I don't base it entirely on reviews. I have seen videos of it and read about it. The game:
- Requires subscribing for 3/4 the game's features, yet you have to pay like $50 for the game itself
- Is an FPS whore; you'd need a gaming computer to play it
- Is more focused on multiplayer gameplay instead of the game's whole concept.
