I don't think you will be able to run it with built in graphics. Get a graphics card.

Right click TF2 and go to Properties > Launch Options then type "-autoconfig" in. Then try to start it up. Should that fail, I had the same problem for GMOD. I typed -dxlevel -81 or something and it worked. Not sure it would work for tf2 though.
But that bypasses the minimum requirements.
