So i start up steam, Gonna play some tf2.
So i join a server, Ping at 99. It lags as slow as forget.
I close tf2, Start up l4d.
Same thing happens.
So i play a non-steam game, Oblivion.
Same thing happens once more.
And so i quit steam, Launch up oblivion again, And runs perfectly fine.
Any help?

As in "Your blown up video card fan is probably the cause seeing as an external fan won't always do the trick".

Get something like RealTemp, and use RealTempGT. Play a game for a bit until it starts effing up, close, check highest temps.
