This is my FPS with L4D2 maxed out, looking over a wide area. I'm sure I would be easily able to run Borderlands maxed out.
And, I have the same graphics card as OP (ATi 4650).

I don't use the "film grain" effect in that game anymore. It just doesn't seem right for me IMO.
