Dedicated servers can be hosted without actually owning said game.
Tools are mainly dedicated servers and modification tools.
I'd really recommend the Valve Complete Pack or the Orange Box, they're great packs well worth the cost.

You can download the dedicated server, but you can't actually play the game that goes with it unless you buy it

Your computer may not be able to handle it anyway.
Do you know what specs your computer has?
If you don't run dxdiag, you can get to it via searching in the start menu/using the "Run" function on the start menu.

So users can make another account on a different computer in order to host a server while they still play.
