Permission isn't really a requisite for submitting add-ons. The moment you release an add-on you basically lose all rights over its distribution so anyone is free to upload to RTB if they wish.

If both statements are true, then I guess I had misinterpreted them as two separate contradicting policies. If the "anyone can upload" policy has that problem, why does it remain in place?
