About 16 I believe, it's under the uh bike path thing in a cave. You need cut to get to him. If you don't want an awesome dragon/ground that beats the last gymleader, then hold out until the victory road where you can get a Gabite (the evolved form). If you have wifi, I can hybrid some pokemon for you and trade them. I.e. teach vulpix energy ball and bagon, hydro pump
