There are about;
30% of all players hackers. Either just wall hackers, which isn't vac-bannable, or even aim, esp & insta-crit hackers.
10-15% are HLSS/HLDJ users
5% are children who whine over mic
15% are adults that whine over mic.

Barely anyone who actually hacks.
I don't anyone who actually uses HLDJ or whatever anymore other than for silly sounds.
The children get banned/kicked/flamed.
The adults get called immature.

The only thing I've seen is people glitching under the map and engies spawning sentries. Then people get shot up by the ground and go, "What the forget?" It seems to piss people off too.
