It's Unreal Engine 3. But stick a little on top of the regular requirements for UE3 for this, 'specially on your processor speed and probably VRAM.

as it is right now, they still need to optimize it, balance it etc, it's far from completion. atm it's also much easier to make money as a criminal.

Well, atm it's not worth it being a cop, they get all the stuff x10 later in the game than the criminal, and money are way harder to get.
they're trying to balance it out though.
