According to that, you can't noclip but you can be invincible.

what part are you stuck on, if its the sewers part where you build a floaty bridge you can just sprint-jump across it

No consoles have a DEVELOPMENT console.

some people have been able to use the console on the 360 tf2 with the messenger keyboard
