teaching abstinence has no effect on people following it.
its been proven to not affect the amount of teen pregnancies as well.

government programs for it is just a tired old propaganda to protect traditional lifestyles and religion.

I noticed, at least here in Canada, that a good way to prevent teen pregnancy is by sending kids off to public schools rather than catholic ones.
