I am not overly fond of SONY's products, so i would have to go with the Xbox.

PS3 has slightly better quality from my own experience, but maybe that's because I was playing it on my cousin's HD projector, opposed to my 32" 720p HDTV.
However, there's a few instances where the DLC for a game isn't available on the PS3, such as with Oblivion.  As far as the PS3 having "no games", I really can't say.  From what I've seen, every major game that has come out is also on the PS3, with the only exceptions being 360 exclusives.
