As far as I know, for right now, if you go into the steam workshop within steam (not Gmod 13) and subscribe to an addon (like gm_construct13) it will download in game, and that updating subscriptions will be gone.

At least it worked for me.

Hmm. I don't know what exactly to do. The ban on your ip is removed, and your profile indicates no bans. I will certainly have to talk to the other mods to see what they can do to help. Capt'n said that you were clear and had no ban-worthy posts.
