General Discussion / Is it possible to remove variables from everyone with a single click?

If not, it's not a big deal. But on this server, there's a voting booth, and it'd be cool if it could only allow for people to vote once per issue. Like, once someone votes they get the "Voted" variable, and then they can't vote again until the votes are cleared. However, I only know how to do it if each person clicks a variable clearer, I'd like it so a single click would do that.

I was talking with Night Fox about getting changed into pajamas, and he said my method (the latter, in the poll) was unusual, and the he does it the former way.

Off Topic / Tabs randomly refreshing and some GIFs don't play?

So I got a new Chromebook a few days ago, and today (I think, may've started yesterday), tabs have started randomly reloading. This doesn't really matter for most sites, and is actually kinda nice for some, but when I'm on fatpita, or Pandora, or something, it's really troublesome to have the page reload when I don't want it to. I did a factory reset, hoping that would fix it, to no avail. I can't find any useful info through some, admittedly cursory, Google searches.
Another issue is that some GIFs only show the first frame, and I have no idea why. Only example that springs to mind is Electrk's avatar, but I've noticed others. If I can give any other useful information, please tell me what it is, and how I can find it.
EDIT: OK, so I just noticed that in addition to refreshing seemingly at random, sometimes when I switch to that tab, it happens. Not every time, though, and I'm not sure what other trigger there is.
EDIT 2: This only happens to inactive tabs or those to which I just switched.

Off Topic / Suggest a laptop?

I'm currently without a computer of my own, and that's dreadfully inconvenient, so can y'all suggest a laptop for under $500? 400 or under would be even better, but I don't think that's realistic. I don't care what OS it runs. All I need it for is Web browsing, text editing, Skype, and Steam, so fancy, high-end specs are unnecessary. Thanks in advance.
EDIT: To clarify, Web browsing means I'll be able to google things, go on the forums, bulbapedia, etc. Won't play any games, including flash or java, won't watch YouTube videos, won't be downloading small games/videos/anything except images and text files. And Skype and steam, obviously. Only using steam as a chat client, though.

So our good friend, Elecro, has his Internet shut off for a little while, so I'm helping him out with this. Unfortunately, I don't know hardware. That's where y'all come in. He needs a case, a kinda good video card, and a power supply all for a max of two hundred bucks all together. Presumably he has already dealt with the rest.

I was reading about the gambler's fallacy earlier and I realized that probability and, to a lesser extent, math in general is just incredible. I'm not particularly brilliant at mathematics, and I'm only in the beginning of Algebra II, but it's incredible to me.
One thing that still confuses me is that if you flip a coin three times, there's a one in eight chance of it being heads each time, but for each flip, it's a fifty percent chance of being heads. If someone could explain that to me, I'd be grateful.
