Further ironing out the Antarctica setting:
Due to isolation at a research outpost, several scientists have gone insane and begun butchering their fellow staff. You are one of the last scientists left, whose goal is to round up the remaining survivors (2 are killed every night, and there are about 10 in total) and escape alive without succumbing to the harsh environment. There are several ways to signal help (flare, radio transmission, etc.) but some make you more known to the killers than others. I haven't fleshed it out much further.
Sounds like The Thing.

I want to make a game where there is no music. No enemies, nothing. But you're walking around a suburual (suburban/rural) neighborhood at night. The lamps flicker. You hear footsteps, but you can't identify them. The only sounds are the ambience.

The game obviously wouldn't take place during that time of the year, and in most games the day night cycle is compacted to actually happen during typical play. I think my idea is a pretty solid one for a horror game though.
yeah i think its cool and all but it still wouldnt make much sense

i mean the whole point of the setting is to make it seem realistic enough and having a 40 minute day/night cycle at the south pole is kinda wonky

That would be cool. I reckon it would need an objective, such as investigate the footprints, otherwise you'll get the Stanley Parable/Gone Home trolls with their "It isn't a real game!11!!1!1!"

An underground mining complex would be a creepy place for a horror game.
Potentially a subterranean city (although unlikely)

You know what also makes something creepy. Something having a "normal" facade, so to say. Everything looks normal and everything and but you slowly get a sense that everything isn't quite right when something fishy or suspicious begins to subtly happen.
