I'd really like to implement an editor similar to how co-op edit works in Cube 2: Sauerbraten at one point.
The entire world is represented as an oct tree where each node is actually a 6-dimensional heightfield.

Hmm, no offense but this doesn't look like the best program we can base our version on.
I mean, it took him 5 minutes to make an arch. I can do that in less than a minute in Blockland.
We need something that is faster than Blockland or no one would use it.
It would be okay if it would automatically smooth the terrain instead of that tedious mouse dragging.

Default bricks on this would just totally raise the brickcount drasticly and it would be totally undriveable but yeah that video is a good example, I still wish that we can use modter, we can have more terrain without raping the brickcount or cause severe perfomance drop
The brickcount has nothing to do with my suggestion, unless you mean the datablock limit.
I don't know how many datablocks one custom brick uses.
But we don't have to do every possible shape, just the most used ones.
Either way, we need more different shapes to have decent terrain.
