Absolutely not.
Water will make it wet, which will simply make it breed bacteria faster.
Milk contains some, so its worse than water.
Neither have painkillers. An ice pack would be more helpful.

Keep it dry, unwrap it eventually and let it scab over. Put aloe vera or something if you must.
