On topic:
I think the tank would win - Take out one of the mecha's legs and it's done.  Also, most tanks are pretty fast and effective at long range, as well as short range.

I'd say a tank, mechs would be screwed if their legs were severed or anything, they're also easier more vulnerable targets.  Depends on what we're talking about though.
