Boats are a nuisance to make and easy to steal if not hidden, so no one needs your boat, but your boat makes things a lot easier for them.

You need ranging and you the stolen object must have been within a claim. Oh and I believe your intel must be higher than the thief's stealth. I think.

It's just a joke to make fun of russians and spread a wild fear of them, mainly started by sodom and xanadu I believe.
