Russian's camp is on a water network east of us. and is our fort in that direction.
we dont expect a lot of warriors at this village, but it will be highly defended, and will represent us to the camps we interact with over there.
we dont generally want to make friends with many people that might stroll by you. but them knowing the TOH is now in the area is an advantage of its own ;)

well you wouldnt be part of the TOH village, we are only taking higher skill players because we are very large and require certain Q work be done.

but joining russians new encampment, you would be close to our village and part of the empire, could visit if your wandering this direction.
