The bar goes up at a speed depending on your mm and quality of sling. If the animal moves, the bar goes down. You also should just click once, not hold. Also, why are you killing a bunny with a sling?

The higher your marksmanship, the faster the bar loads. I don't think the bar even moves if your marksmanship is at 1.
The quality of the sling affects the maximum damage you can do.
