I figured it out.
Steam is loving up for some reason and randomly stops responding for a few minutes. After it starts responding again, it starts the download back at 0%.

I downloaded it over night played it, and see why it's 60$ when not on sale it's amazing to me

maybe. the account is your steam account. so even if the "key" is deactivated after weekend, your game account may still linger.
i mean, if you paid for the game after it was also use your same steam account name.
