Strange encounters on OBLIVION

I was playing just yesterday, and i come across this ayelid ruin called miscarand.
I entered, killed some mages, killed some zombies, killed some skeletons, then got "THE GREAT WELKYND STONE" or something like that. then stairs rose for my exit, then all of a sudden "the king of miscarand" came out of nowhere. i nearly died trying to kill him, because I am level 1.

Did I just forget up a potential quest?
or did I just have an epic ass encounter on this game?

I was using custom spells I modded and I made everybody in the whole town die, rise in the air, and then fall down and come back to life.

My bounty was 99999

I used to have about 20GB left, but I bought a 1TB hard drive to replace my 250GB one.

Now I have 289GB left dammit.
