In the republic of Dave I told them all to vote, and two of them just stand around, Bob and Shawna I think. Is there anyway to make them respawn or something to make them vote?

Open up console, click on them, enter "enable" then "disable" (no quotes). Failing that you can also try "kill" and "resurrect". Failing that (or if you're on a console), I dunno.
