Since Portal 2 recommends 3Ghz of CPU power, and mine maxes out at 3.07Ghz, Will the game be incredibly laggy, Or will I just not be able to record things very well?

A built-in video recorder made by Valve. Comes with any source game.

You use the console to record stuff. Only works in source games. Let me go dig up a tutorial. What happens is, you do whatever you want to record and then it laggily plays what you did back (the recording won't be like this though). Then you export the .dem file it makes and now you have a .avi of what you just recorded.
