Dark Cave has a Portal Gun that can portal anything apparently. Although he didn't directly say that was Dark Cave's doing, it might be assumed such... Point being, they can rebuild it - they have the technology.

To go library nd click games and than click tools.
You should find the portal 2 tools.

Generally, flat white surfaces conduct portals.

Just Moon Dust Panels conduct them alot better.

Have you also noticed that the White Panels have a Golf-Ball surface texture to them?

Black surfaces have a ripple ridgey thingy
