Long ago when Intereplay was going through money issues they sold the fallout license to Beth, giving the abandoned Van Buren stuff. Beth decided to make a game from scratch. In the end made a game with the title of Fallout, a wasteland, guns, and gameplay similar to oblivion.

If it works so well theres no need to make huge changes. And the different leveling systems and the use of VATS makes both games pretty different.
