Pothead Neighbors

I have these handicapped pothead neighbors a few houses down.  My mom tried to report them but police didn't do jack stuff.  Well, today I was walking my chihuahua down the street and I found a pen on their driveway saying:

I don't know about Volko but anyone that smokes pot is a nuisance to me, especially if they're living in my neighborhood. Idiocy is a pollutant.
